In an interview today with Interfax, Russian Foreign Minister Sergey Lavrov said he believes that the eastern Ukrainian rebellion could be solved if the Ukrainian government would follow through on its promised constitutional reforms.
Lavrov insisted that the reforms require the “participation of all regions” in the Ukraine, but that all the ethnic Russian easterners really wanted was a measure of autonomy.
Lavrov warned he believes Ukraine is “a long way away from that goal” of reform, however, that Russia’s goal remains a unified Ukraine with increased federalism.
Russia has been pushing federalism in Ukraine for some time, and while Ukrainian officials have expressed support for the idea in principle, they’ve so far refused to follow through with concrete moves toward reform, and Ukrainian ultra-nationalist figures have made a point of their opposition to any regional autonomy, at least in the east.

Waving Budapest agreement is a case in point. Why would Russia abide by the agreement after Ukraine violated it?

Since I cannot believe what you say. It is first of all important what the Definition of Ukranians is and when and by whom that census was made.
But maybe you get your Information straight from Jazenjuk.
The ultra-nationalists are not interested in allowing the ethnic Russians any semblance of autonomy. They don't even want them in the country and surely not in the government which they would have to be to be represented.
Lovrov is thrashing wildly about, trying to find a way out of the mess Putin has got himself into. Sanctions are obvioiusly working. Can you imagine the howls there would be on the American internet if the US government started dictating to this or that country what reforms it should or should not adopt?

I almost have the impression that Lavrov wants to give up those freedom fighters in Donetsk and Lugansk. That would be a huge mistake. More and more I have the impression that Lavrov wants to become successor of Putin. I do not believe that these two People work synchron and think that this a ois a huge problem for Russia's politics.
Russia, whether you agree or not with their strategy has been consistent, saying this since before the referendum in east when they advised them not to do the referendum.
This will end in a war, a big one and Ukraine is only a battle.
