President Trump’s move to declare Mexican cartels as terrorist groups is potentially going to be complicated, and Mexican President Obrador sought to establish a red-line, that Mexico will not allow the US to conduct cross-border military operations into Mexico looking for the cartels.
Trump hasn’t said he will send troops, saying that didn’t “want to say what I’m going to do” after the designation of the cartels. He refused to rule out the use of drone strikes in a recent interview, however.
Mexico’s foreign ministry was quick to reject that idea, saying that drone strikes would be a “violation of national sovereignty,” and have contacted the US to seek clarification about what they actually intend to do.
Former Mexican Foreign Minister Jorge Castaneda said US intervention in Mexico is “happening already,” and that he doubts anyone would treat it like an invasion if the US wanted to start sending troops or drones.
A situation must be avoided that Mexico looks to foreign support. It was such support in America’s near-abroad that brought the US into the First World War and nearly to nuclear annihilation in the Cuban Missile Crisis.

There are a couple of scenario’s here. You could drone strike selected cartel targets , kill some honcho’s and some civilians. Would car bombs start going off across the Southwest US? Its possible. The Cartels have thousands of people in the US. Its clear they control large areas of the immediate border.
The reports of of armed men operating just across the line are credible and numerous.
US prisons holding cartel leaders are designed to control the inside of the prison, from violence by the prisoners.
I expect to see it the other direction, substantial armed groups attacking a prison to free a cartel leader.
Drone strikes in Mexico might well set that off, and would certainly be enough to get Mexican domestic support for cartel actions in the US.
