At the latest UN Security Council meeting on North Korea’s nuclear test, US Ambassador Nikki Haley declared that the US is certain North Korea is “begging for war.” She added that the US, which has been threatening to attack North Korea for months, doesn’t want a war.
Which isn’t to say that Haley wasn’t threatening war. While pushing the UN Security Council to adopt the “strongest possible measures” against North Korea, she also warned that US patience with regard to the military option “is not unlimited.”
Other countries in the region appear largely clear, despite the US narrative, that if a war on the Korean Peninsula starts, it will almost certainly be the US attacking North Korea. China’s Ambassador Liu Jieyi warned that they will not allow such a war to happen there.
Russian Ambassador Vassily Nebenzia also reiterated the Russian position, that a solution of the situation is only possible through diplomatic channels. This position hasn’t been very welcome among US officials, however.
Despite some in the administration saying they’re holding out hope for diplomatic options, President Trump has made clear he believes North Korea “only understands one thing,” and has been condemning diplomatic overtures toward the North as “appeasement.”

I knew China and Russia were looking for a place to embarrass the USA after we Humiliated both of them in Yugoslavia .. I would say they found a place and we need to back down like they had to in Yugoslavia .. China told us only a few years ago they have not forgotten or forgiven what happened to them in Yugoslavia . Trump has his generals i hope they can keep us out of this spot . China would only be to happy to take us on in another ground war in Korea . Its the US that would not even consider a nothing gesture like postponing military exercises that train to invade the north in order to try for de-escalation. Russia and China have offered the US a deal where the US has to give up nothing concrete nor meaningful. And the US’ answer was not just “No” but more of a ‘Hell No!”

Remember, the US has officially said that a proposed deal where all the US needed to do was to cancel or delay some training exercises was just unacceptable. Basically, the US was offered a deal where it had to give up absolutely nothing of real value, just postpone some training exercises that waste a lot of money, yet the US rejected that deal as so unacceptable that it wasn’t even worth negotiations to talk about it. That’s ‘begging for war’.
If I understand the position right N korera will stop testing and firing test missiles if the USA will stop military manuvors around their country . If the United States attacks N Korea 1st . China will help N Korea and so might Russia . If N korea attacks 1st . China will not help N Korea . Sounds to me China has taken a very peacemaking position . All we have to do is stop military war game practices in South Korea . I think North Korea wins this little arguement hands down . But United States has to back away from issuing their NWO orders . That’s the joint proposal from Russia and China. Its not clear yet whether N. Korea would accept that deal. The US made sure that N.Korea never had to answer that question by immediately saying that delaying the maneuvers was an option that was definitely off the table.
They say “All Options are on the Table”, but that’s one option they clearly said no to. And did so with incredible speed to make sure that North Korea never had to say whether they’d take the deal.
Even just being quiet would have been a useful option to see what Kim would do. But no, the US wanted to make sure that everyone knew that giving away a nothing thing like just delaying some exercises was off the table and on the floor for the dog to #### on.
An elective US military strike on North Korea, as the US (Trump, Mattis, Haley) is suggesting, is not rational.
The US (actually SecDef Gates) some years ago decided that there was minimal danger in Korea and it could be an “accompanied tour.” That is, soldiers’ families could live in Korea. Then came a ten billion dollar construction program, largely ROK-funded, which will consolidate many small army bases into a large one at Camp Humphreys, about 100km south of the demilitarized zone (DMZ). There are currently about 18,000 Americans there, about 2/3 civilian including wives, husbands and children of active service personnel.
At Camp Humphreys the Army and Air Force Exchange Service facility includes a 124-seat dining room with a Taco Bell, a Subway and a Starbucks. There’s also a dry cleaner, and an eight-chair barber shop within its nearly 24,000 square footprint. Humphreys is becoming one of the most- modern and well-equipped Army installations in the world.
At Camp Humphreys the U.S. military conducts a semiannual evacuation drill known as Focused Passage. The noncombatant evacuation operations, or NEO, are aimed at making sure everybody knows their roles in the event of a noncombatant evacuation, which may be ordered in the event of war, political or civil unrest, or a natural or manmade disaster. From a recent news report: “. Brandy Madrigal, 32, was participating in her third NEO — so she knew exactly what to pack when she got the call to report to the Assembly Point at the main gym at Camp Humphreys on June 5. She ticked off the list — clothes, food for the kids, documents, phone, toiletries — before driving with her two children from their first-floor apartment to the base to be processed.”
Imagine that — thousands of “noncombatants” assembled at one place awaiting air evacuation to Japan. . . .That scenario certainly bumps up against any idea of an elective strike. Consider this news: (quote here)

What is new with the 300mm mobile rocket launcher is its accuracy, its mobility, and ability to rapidly fire multiple projectiles at the target (1 truck x 8 rockets x 6 launchers in a battery=48 rockets impacting…then 18 launchers in a BN =864 rounds on target), and the difficulty of shooting down a rocket vs shooting down a ballistic missile. Probability hitting the a rocket is a lot lower, and then try hitting 864 as they rain down. Warheads vary from HE, ICM to Chemical… Have a nice day.

I guess so, if by “bumps up against” you mean “provides the perfect propaganda basis for.”
Announcing such an evacuation would have one of three results:
1) The North does nothing. When the evacuation is completely, the elective strike takes place.
2) The north caves in to whatever is being demanded. The US then can either cancel the strike without losing face, or go ahead with the strike on the claim that the North is lying about meeting whatever terms of whatever deal.
3) The north takes the bait and launches its own preemptive strikes, making it “the aggressor” for propaganda purposes.
I’ll be looking for Washington to order the evacuation of all civilian Americans from South Korea. That will be spectacular. They might as well order service members out also. But they won’t do it, is my prediction. And so the US military threats are meaningless.

The USA has a very, very long track record of starting wars. There is no doubt that it will be America starting the next Korean War. They will almost certainly do it by creating an incident/pretext to start that war.
