The first update offered since the US first announced plans to deploy ground troops in Syria, US Special Envoy Brett McGurk today reported that those troops would be arriving to embed with rebels “very soon.” Previous reports have put the number of troops between 30 and 50.
Though previous comments from US officials have suggested the deployment is purely “non-combat” in nature, McGurk suggested the goal of the deployments was to “suffocate and strangle” the core of ISIS, and to cut off access between the ISIS capital city of Raqqa and it’s largest city of Mosul.
The US hasn’t officially confirmed what faction they’ll be embedding troops with in Syria, though the deployments are reportedly in the Hasakeh Province, which almost certainly means they’ll embed with Kurdish YPG forces.
The US has embedded troops with the Kurdish Peshmerga in Iraq as well in the war against ISIS, and on at least one occasion has seen troops enter direct combat as a result, despite administration protestations that there will be no combat boots on the ground in either country.

Grief? Sure plenty of it in our future – I wouldn't call it good though. We are getting into wars in both Ukraine and the Mid East, which is stupid in itself, but then we insist upon real screwing up by joining the wrong sides. In Ukraine, we are with the decrepit, bankrupt oligarchs, and in the Mid East, we choose to defend the 5 million racist crooks against a billion outraged victims. Of course, the names of the guilty will be changed to protect their interests and the whole affairs will be inverted and covered in horsesh-t.

Did Congress declare war on Syria and I missed it? Or did the Syrian government request U.S. troops to be deployed there to assist it in its war with ISIS?

Well, if you ask Joe Sixpack, he'll tell you the answer is "God".
First, the US is "Exceptional" therefore their business is whatever they deem it to be. Second, the US Congress doesn't "declare war" anymore because they're cowards who don't want to be on record as actually voting for war.
With the turkish shootdown-of-SU27-by-F16-and-immediate-escalation-to-NATO, an in-your-face provocation of Russia with no good reason, this will go south VERY fast.

I think United States was planning Airial dog fights with the Russian planes before Turkey shot the Russian plane down . Find out when the United States first sent in F 15c' to the war zone . This must be the US plane the United States thinks can tangle with the Russians super fighter planes . They just announced the arriving of these f 15c fighter planes .
The F-15C has been around for almost 40 years. The F-16 is even older than that, although Turkey didn't start manufacturing its own under license until the mid-1980s. But the Russian Su-24 that was shot down is an older model than either of those. So old US-designed planes shooting down old Soviet-designed planes probably isn't a good test of how newer aircraft will perform against each other.
