Western officials continue to reiterate demands for Russia to withdraw from the Crimean Peninsula and push the government there to cancel a planned referendum on secession. That’s not going to happen.
Rather, Russian officials say they are preparing “counterproposals” on the situation in the Ukraine, but say that the starting point for them would be the forced ouster of Ukraine’s elected government.
The US and other NATO officials see regime change as a done deal in the Ukraine, and simply want to force an end to the secessionist movement in regions of the nation, chiefly the Crimean Peninsula, which supported the elected government and oppose the new, pro-West government.
What Russia’s proposal will look like remains to be seen, but Secretary of State John Kerry said he will never even visit Russia again unless the government starts giving in to his demands. Russia didn’t seem overly concerned by that prospect.

I believe that Jason was paraphrasing Putin, and that Putin was saying that he wants to discuss the resolution of the current "crisis", and that that discussion must start with the central fact that the legitimate government of Ukraine was unlawfully overthrown by the current US/EU puppet regime.
The Russian position has been that a deal had been reached just before Right Sector stormed the government buildings and overthrew the government. The deal was not only between the Ukrainian factions, but also included Russia, the EU countries and the US.
Of course, when major powers are involved in a deal like that, they aren't just included for the photo op. The reason the major powers sign on to a deal like that is that their role is supposed to be to guarantee that their puppet/clients follow the deal. It wasn't just a signed agreement between the factions, but the US and EU agreed on the power-sharing/transition deal that was signed by all.
Russia says the US and EU have broken their word and their part of the bargain by then letting the Right Sector and Svoboda violently overthrow the government. Russia says the US and EU should be enforcing their side of the deal, instead of immediately recognizing the government that was formed after the violent coup and the intimidation and running off of opposition parties.
Thus, Russia has been rather consistent in saying lets put the deal we'd agreed to back into place. This is what antiwar.com has somehow translated into 'forced ouster' of the illegal government. Of course, they should probably have asked some American Indians just how well the US gov does at following and obeying its own agreements and treaties.
Seems to me that Kerry is making an offer the Russians can't refuse by offering never to pollute Russian soil again if the Russians don't give in to US demands.
I could see a deal, essentially the one agreed between Yanukovych and the peaceful demonstrators, going into effect. Yanukovych is still the president until February 2015. He resigns with immediate effect in return for his salary until the end of his term and the pension he would normally receive. He keeps all his property. Russia will occupy, but not annex, Crimea, limiting is forces to what is already permitted under the base agreement. When the situation has calmed down and the private mercenaries have left, a proper referendum will be held under international supervision. The problem will be the private mercenaries whose sole purpose seems to be to PREVENT a peaceful settlement. One supposes that they will suddenly pop up in the east and the neocon propaganda machine seems to assume that they will. I wouldn't worry about what Kerry, Obama, Putin, Lavrov or anyone else says. That's just normal diplomatic jostling.
Gotta say, Putin has been masterful in this biz. He secured the Crimea without firing a shot, without a drop of blood, without a single corpse for the opposition to display to the world while screaming "Brutal monster!!" Sun Tzu would be proud.
Now he's waiting calmly for the referendum in ***JUST FIVE DAYS*** which will seal the Crimea deal. The result is a foregone conclusion: an overwhelming majority of Crimeans will vote to leave Ukraine and join Russia.
Meanwhile, Putin stays calm and composed, reinforcing his public persona — despite the Western press howling defamation — as a smart, steady, firm, deliberate leader (with all the best cards in his hand –ie thousands of tanks and hundreds of thousands of troops an hour outside Kiev — check the map) seeking a peaceful diplomatic resolution to the current climate of instability. His thoughtful confidence — reality-based and deliberate — stands as counterpoint to the N@zi-lite thuggery of the US/EU-sponsored puppet regime in Kiev. So Putin will wait,… for the ink to dry on the electorally-legitimized acquisition of Crimea. Then, for the rest of Ukraine, he will pursue "diplomatic capture" on one hand, while on the other, he will watch for Kiev's Neo-N@zis to provide a provocation in Eastern Ukraine. With that provocation, the Russian tanks will roll, and the Neocon adventurism will be terminated.
The best choice for Russia clearly, would be a "diplomatic solution" based on an electoral process, a process that locks in legitimacy through the "consent of the governed" — and "locks out" US/EU/Neocon subversion. A free and fair vote would result in either the separation and independence of Eastern Ukraine, or an all-Ukraine "victory" for the Russian side. I put victory in quotes because Ukraine is in serious economic straits (so "they" say), and whoever ends up with it will have to pay the bill. But Putin is a "long-view" kind of guy and would rather have all of Ukraine and pay the bill than wait for the neo-liberals to loot and rape Western Ukraine for a couple of decades until the Ukrainians wise up.

So Obama says the Crimean referendum is illegal. So what was the referendum on Kosovo? On the Falkland Islands? On Sudan? Where did US respect territorial integrity in all their wars in Yogoslavia, IraQ, Afghanistan, Panama, Libya……..? I quote the American declaration of Independance:
