Western diplomats claim to have come to an agreement on the UN Security Council resolution on Syria, saying there was complete agreement on the “core” of the talks.
Western officials may be agreeing with each other, but the Russian Foreign Ministry says no deal was reached at all, and the Western calls to authorize military action remain a “sticking point” on finalizing the deal.
That’s a sticking point that keeps cropping up, with deals on a resolution apparently more or less finalized several times in the past few weeks before Western attempts to get a war authorization returned and stalled the agreement.
Russian Foreign Ministry officials say that they are hoping for a resolution that includes some vague references to Chapter 7, the war authorization part of the UN Charter, but avoids giving NATO an automatic excuse to impose it. They say such a deal is possible in the next few days.

Great news. The U.S. has backed off demands for military action if Syria fails to comply with the UN resolution to destroy Syrian chemical weapon stocks. The U.S. will have to return to the UN for a new resolution for military action or new sanctions on Syria if they fail to comply.
