Speaking today in comments from the war’s headquarters in Italy, NATO’s Libya War commander Canadian Lt. General Charles Bouchard declared that the Gadhafi forces ‘continue to be weakened, both in strength and their will to fight.”
Bouchard went on to insist that the regime’s troops are now so weakened that they “are no longer able to launch a credible offensive.” Indeed this appears to be the case, as the Gadhafi forces have not launched an offensive of serious size in many weeks.
At the same time it doesn’t seem that the rebels are doing any better, with several optimistic offensives ending in dreadful failures. This has led to the conclusion, repeated for months, that the war is stalemated.
And of course the Gadhafi forces inability to launch offensives into enemy territory does not seem to translate into an inability to defend their own territory. Officials continue to tout the weakness of the regime as “progress” but they still concede that there is no end in sight.

This general like any other NATO general should be called Butcher not Bouchard.., secondly if NATO would stop bombing and protecting Muslims Brotherhood barbarians then Libyan people would show these Butchers how to fight. If Gaddafi forces are severely weakened and without power to attack, it means they can't be a threat for libyan civilians as claimed before, so how come NATO still keeps bombing the now only defensive positions of villages and cities? Quite contradictory statement with the UN mandate that authorized foreign millitary force to intervene in Libya to protect civilians! But he won't give up, damn him, and he's taken to hiding all his best weapons and forces — god knows where, probably deep inside civilian areas — and he's now playing a waiting game. Which is a bitch, because frankly, and to some degree literally, Europe is on fire. Ireland, Portugal and Greece were the first to go broke and require bailouts. Italy, central to the fight against Gaddafi, has so massive a debt that it can't be bailed out even if we wanted to, and Germany, frankly, has had it with bailing out the lazy, shiftless, "Southern" Euro-trash. A ground invasion by NATO forces at the outset, might have wrapped this up — with massive bloodshed to be sure — in short order, but now that's politically impossible.
