US officials continue to reject the idea of removing the IRGC from the terror blacklist, arguing it is beyond the scope of the nuclear deal.
State Department officials say Iran would have to discuss issues beyond the nuclear deal if they want the IRGC covered, and claimed Iran was unwilling to do that.
The signs were that Iran originally envisioned this issue as a sideline to the nuclear deal. Moreover, the US has ruled out delisting them because of political difficulties, and seems to want to just keep reiterating that.
Iran and EU officials have indicated there were multiple issues still to be resolved between the US and Iran. Since US officials didn’t touch on any other issues, but just the already well-documented IRGC refusal, it seems the allegations that the US is dragging things out are a fair assessment.
