Ukrainian Foreign Minister Dmytro Kuleba on Wednesday reaffirmed Kyiv’s position that it’s against the idea of pausing the fighting in Ukraine to foster peace talks between the warring sides.
“If anyone thinks they should freeze the conflict and then see how to solve it, they don’t understand it,” Kuleba said during an online briefing with African journalists, according to Reuters.
Kuleba recently completed a tour of Africa, and a group of African leaders is expected to visit Moscow and Kyiv to put forward peace proposals. The plan was first announced by South African President Cyril Ramaphosa, and the initiative will be led by Senegalese President Macky Sall.
Kuleba said there’s no date set yet for when the African heads of state will visit Kyiv. Ukraine will likely dismiss any peace proposal as Ukrainian officials have maintained negotiations can’t happen until a complete Russian withdrawal and their position is backed by the US.
Last week, Secretary of State Antony Blinken rejected calls for a ceasefire and said the US must focus on building up Ukraine’s military. But more non-aligned countries have been increasing their calls for diplomacy in the conflict, including Indonesia, which offered an idea for a peace plan during the recent Shangri-La Dialogue in Singapore.
Indonesia’s defense minister suggested freezing the conflict along the current battle lines, establishing a demilitarized zone, and holding UN-sponsored referendums in disputed areas. His suggestion was quickly rejected by Ukraine, which called the idea a “Russian plan.”
Why is ending bloodshed so hard? Start the talks already and end this.
In a way the talks have started the opening words are from the Ukrainians – and they are for a Russian total withdrawal before they need say more.

I’m concerned for both death tolls, ironically on paper, more on the Russian side because those guys are fighting for nothing while the Ukrainians are fighting for everything. I think you misunderstand the Ukraine war. It was designed by the US to be a war of attrition against Russia; that is, a lengthy entanglement like the recent US adventure in Afghanistan, with hopes that i Russia would be isolated and bankrupted by economic sanctions while the loss of life and wealth would turn the Russian people against Putin and lead to regime change.
Instead, Russia has turned the table and is waging a war of attrition against Ukraine and its US/NATO allies, costing hundreds of billions of dollars to the US and hundreds of thousands of lives to Ukraine, while simultaneously reducing Ukraine to economic ruin. Meanwhile, the Russian economy is doing alright and the rest of the world (outside of Europe) is moving itself away from the influence sphere of US sanctions.
Viewed in that perspective, Russia has no need to gain territory but can simply use its military advantages to devour Ukrainian assaults against its positions or to whittle down the Ukrainian defenses in places like Bakhmut. It’s a slow, grinding destruction.
In a war of attrition such as this, territory is of secondary importance.

The present US plan for an insurgency then could be subject of discussion to freeze it, perhaps traded for Russia freezing its support of an insurgency somewhere sensitive to the US. They will need to start that, to have something they could offer to stop. Perhaps major weapons to Hezbollah or the Palestinians, forwarded through Syria, or perhaps just starting to shoot Russia AA missiles in Syria.
