In the course of a flurry of missile attacks against the provincial capital of Latakia in western Syria, a Russian military aircraft, identified as an Il-20, was shot down off the coast. 14 people were on board the plane, and their fate is unknown.
Presumptions are that this was related to the attack on Latakia, which Russian officials say also came from offshore. There are conflicting stories on whether this was the latest Israeli attack on Syria, or if it was the French military firing the missiles.
US officials reported they had knowledge of the incident, but they tried to blame it on Syrian anti-aircraft fire, which was fired at the incoming missiles. This seems to try to avoid the possibility of a US ally having shot down a Russian plane.
It doesn’t, however, make sense. Syrian anti-aircraft forces are all Russian-made, and carefully integrated with the Russian forces operating in the area. Between that and the Russian plane operating 35 km off the coast, it doesn’t seem plausible that a stray Syrian shot would’ve brought the plane down.

RT all but says the Israelis did it, CNN cites an unnamed official claiming Syria accidentally did it, yet even the CNN story remarkably acknowledged a high level of ongoing Israeli attacks on Syria.

at the very least, Russia should put a massive amount of aircraft into the area now… if Turkey paid heavily for shooting down 1 jet fighter with 1 pilot in it, I can imagine what will happen now….

His regime was solid when the Soviets left in 1988, and only collapsed due to the withdrawal of all support by Yeltsin following the 1991 dissolution of the USSR.
In its place, chaos reigned as the US pulled stumps and lost interest. The Talibs eventually took over, and now after more US shenanigans, the country is a BASKET CASE.

The Russians will know exactly who shot down the plane. If it was the US or France, there will be hell to pay. If it was Israel, Russia will play down the event because it wants to maintain good relations with Israel – although Russia will no doubt have a suitable retaliation at some point down the road.
My guess this was a US or Israeli provocation – with France or Israel as the poodle actually conducting the attack – intended to justify an attack on Syria when Syria or Russia reacted. This was probably done to offset the Idlib deal that Turkey and Russia reached which has postponed the Idlib operation which the US intended to use as justification to attack Syria.
