In comments that will only raise new questions about the administration’s view of foreign policy, Secretary of State John Kerry told reporters he believes the US will be able to “neutralize” ISIS much more quickly than it was able to do so with al-Qaeda.
“It took us quite a few years before we were able to eliminate Osama bin Laden and the top leadership and neutralize them as an effective force,” Kerry insisted, which raises the rather surprising suggestion that al-Qaeda, still active around the world, is “neutralized” in the administration’s view.
If the administration is using 9/11 through bin Laden’s 2011 death, it suggests the administration views the al-Qaeda war as having taken roughly a decade, and Kerry’s comments would mean they expect the ISIS war to last less than that.
But this must also raise questions, as ISIS got its start as al-Qaeda in Iraq (AQI), and was fighting the US as far back as the 2003 US occupation of Iraq. In that sense, it would mean the US has already been “fighting ISIS” in some form for over a decade as it is, and with officials talking up the current war lasting “a generation or more,” it’s hard to see how this could ever be spun as a “quicker” war, even if one accepts the dubious notion that the US ever really ended it’s al-Qaeda war.

Never did "neutralize" al Qaeda. It is still the other crazies in Iraq and Syria, and also spreading as is ISIS. They are rivals.
Any success at all would be "faster than" success against al Qaeda.
If calling them by a Different name Al Nusra instead of Al Qaeda in Iraq and funding them to fight against Syria is neutralizing them, the rest of the world has a different interpretation of neutralization!
Given it is now an ally of Big Al who morphed into the moderate Al Nusra Front with the flick of a pen , this is just daft.
Faster than eradicating al-Qaeda? But after 15 years, they are still battling al-Qaeda, which has actually spread during this time. Have they really been doing their job? Or is their now farcical 'war on terror' a cover for a 'war of terror'?
By "neutralize" Kerry means getting them to bomb only Washington's preferred targets.

Since the US hasn't "neutralised" al-Qaeda, it will be interesting to see what this means. Will ISIS be converted into a US ally against Putin, for example?

how could a global Islamic terrorist organization be "neutralized" in 2015 that was already "decimated" in 2012 a year after its leader was killed in "the most audacious military plan in 500 years"? Saying that the Obama administration is the comical crowd that can't shoot straight is an understatement. They've shot themselves in both feet and are crawling on all fours the tragic laughing stock of the world. Whenever Obama and Kerry claim victories in the War on Terror grab the kids and run for cover.
