Sanctions always hurt the people not the government they're intended to affect. Look at Cuba, the government is still in place, very much alive, kicking & thumbing its nose at the US for 52 years while the people starve and die of simple infections because they don't even have access to antibiotics.

Have you been to Cuba and brought with you some picture of dead people on the street or in hospitals due to lack of antibiotic, If so why don't you share it with all of us, while at it maybe you should ask yourself and explain to all of us why US government.., of all kind.., is eager to kill other nationals and by all means for last 40 or so years…, is it Communism, is it democracy, is it religious, is it the color of other nations, is it the way other people talk or having a different culture then yours, or US and EU been doing such harms to other nations because they like it and psychodynamics feels good as they urinate on dead bodies….? Or what Bush and Cheney told the world and lied about the Iraq war.., or what they did in Abu Gharib…, perhaps is a moral thing for Anglo Saxon being as they are and behave as they do lie about everything.
