NATO leaders issued a communiqué on Tuesday at the end of the first day of the alliance’s summit in Vilnius that dealt with the issue of Ukraine’s future membership.
The communiqué said NATO would waive the Membership Action Plan (MAP) for Ukraine, which requires reforms to meet certain requirements. Waiving the MAP would speed up Ukraine’s membership if it’s ever invited to join the alliance, but Kyiv was not given any new commitments on when that might happen.
The communiqué reads: “The Alliance will support Ukraine in making these reforms on its path towards future membership. We will be in a position to extend an invitation to Ukraine to join the Alliance when Allies agree and conditions are met.”
As the communiqué was being drafted, Ukrainian President Volodymyr Zelensky slammed the vague language.
“I would like to emphasize that this wording is about the invitation to become NATO member, not about Ukraine’s membership,” Zelensky wrote on Twitter. “It’s unprecedented and absurd when time frame is not set neither for the invitation nor for Ukraine’s membership. While at the same time vague wording about ‘conditions’ is added even for inviting Ukraine.”
Ukraine was first promised it would eventually become a NATO member at a 2008 summit in Bucharest despite the issue being a major redline for Russia. But Kyiv has never been given a timeline on membership.
NATO Secretary-General Jens Stoltenberg insisted the commitments made to Ukraine on Tuesday were a “strong package.” The alliance agreed to form a new NATO-Ukraine Council to “advance political dialogue, engagement, cooperation, and Ukraine’s Euro-Atlantic aspirations for membership in NATO.”
According to a NATO press release, allies also agreed to “a new multi-year assistance program to facilitate the transition of the Ukrainian armed forces from Soviet-era to NATO standards and help rebuild Ukraine’s security and defense sector, covering critical needs like fuel, demining equipment, and medical supplies.”
But to Zelensky and other Ukrainian officials who were demanding a clear timeline on when they could join NATO, these commitments came up short. Zelensky previously threatened to boycott the summit if he didn’t get the promises he wanted but ended up attending anyway.
Zelensky said Ukraine expects to receive more commitments related to military aid during the second day of the summit on Wednesday. “Our defense is a top priority, and I am grateful to our partners for their willingness to take new steps. More weapons for our warriors, more protection of life for the whole of Ukraine! We will bring new important defense tools to Ukraine,” he wrote on Twitter.
If he doesn’t start a world war, it will be a miracle. And if he doesn’t, we’ll probably get a good decade of him killing his own people with our weapons, and yet another third of the planet that hates our guts.

Back in 2008 when they got the NATO promise, most Ukrainians strongly opposed that. They wanted good relations with Russia instead. So extending that promise was completely unnecessary, as it started boosting the anti-Russia faction.
That was before the systematic demonization of the Russians in Donbass, who would be called “moles” for having highly valuable mines, and were told to stick to their soccer and let the west Ukrainians run politics.
By the way, all talk of joining the EU or getting a visa deal with the EU, leading up to the Maidan takeover, was about being able to travel to Western Europe and live off what the Westerners had created, in England, Germany and Scandinavia. (No one ever seems to want to go to southern Europe if they can choose.) At least the women can be understood, as the Ukrainians have a high rate of alcoholism and it’s legal for men to beat their wives, a practice that is common.

Kiev never agreed to a peace agreement. They presented a draft to Lavrov, which he declared unacceptable before Johnson even arrived.
There were still on going negotiations before Boris arrived. Each side to a negotiation can name parts that are unacceptable, but negotiations can continue. We will never know what the outcome could have been.

Even Pelosy, who is as dumb as a rock, could figure that Ukraine “could take it out.” Which paints Putin as more naïve than “antiwar” advocates like me, especially after the sham Minsk I and II agreements. In the meantime all of NATO uses Ukraine as the front-line state of a renewed “Cordon Sanitaire” against Russia. However, front-line states usually need back-ups and the participation of any NATO state as a backup gets NATO at war with Russia. Hence NATO will continue to provide arms and intelligence but not bodies.
In the 1930’s the original front-line state against Russia-Soviet Union was Poland. Chamberlain hoped that the rabidly anti-communist Hitler would provide the backup for Poland. That was the gist of “Munich”. It failed because Hitler had no intention to be used as a watchdog cum attack dog for Neville et al. He was going to attack but by his own designs. He did and lost.
Someone should remind Zelensky that while the squeaky wheel gets the grease, it’s not at all uncommon for the squeaky wheel to be replaced. The same for dogs that bite the hand that feeds them- sometimes they get put down.

And then Biden and Blinken both state that the US is low on artillery ammunition, and with hard work we could possibly produce it at half the rate that Ukraine uses it by 2028, which is much less than what Russia uses.
Our Secretary of Defense has previously alluded to the fact that we cannot produce enough Stingers or Javelins either.

This NATO membership problem is more serious than it looks. Zelenski has no support from the at least 90% of population. By now it is probably worse. He is kept in power by Lviv power structure in military and all security forces, There are a few in Government that are his personal support base, but those have miniscule support in public. It is pretty much ethnic and religion key based.
Lvov power structure has firm support in Western Ukraine. But those know that without NATO actually TAKING OVER THIS WAR — Ukraine will lose.
And herein lies Zelenski dilemma. For as long as he can string Lvov along and NATO makiing diplomatic efforts in Lvov where all Western Embassies have presence — it is hoped that West Ukrainian strong men are going to trust them.
To paraphrase a Russian song writer, this is like dancing on the glass. Carefully. Once cracks appear they cannot be mended.
NATO is not ready to go to war with Russia head on. For one — Western population is not prepared for war, oir even thinks of the war at all. Being used to wars that are far away not affecting one’s life — it would be a shock to understand how small this planet really is when modern weaponry starts flying.
Since NATO had one goal from the beginning to incorporate Ukraine into its empire — such goal can be achieved with less risk by providing Ukraine with DU munitions and cluster bombs. There is no “NATO membership problem.”
Ukraine will never be a de jure member of NATO. Every NATO member state has veto power over the admission of new states, and Russia has good enough relations with several NATO member states to get a veto.
However, the Russian invasion of Ukraine has ensured that Ukraine will be a de facto NATO member for the foreseeable future, as well as adding, so far, two likely new de jure members (Sweden and Finland).
Erdogan’s flip-flop on Ukraine membership is interesting, and one has to wonder what’s up with that. Did he go to Putin and say “I can get some F-16s and so forth for supporting it, but you know you can get your veto elsewhere, don’t sweat it?” Did Putin go to Erdogan and say “I need to keep this BS NATO membership excuse alive as an ‘issue’ to justify continuing the fiasco in Ukraine, why don’t you come out in support of it, I’ll act mad but you’ll know better?”
