America’s top diplomat for the Middle East traveled to Syria to meet with Abu Mohammad al-Julani. Julani leads Hayat Tahrir al-Sham (HTS), a designated foreign terrorist organization.
US Assistant Secretary of State for Near East Affairs, Barbara Leaf, met with Julani in Damascus on Friday. One official described the meeting as “good and productive.”
Leaf announced after the meeting that Washington would be dropping a $10 million award for Julani’s capture. “Based on our discussion, I told him we would not be pursuing the Rewards for Justice reward offer that has been in effect for some years,” Leaf told reporters.
Julani fought for al-Qaeda in Iraq against American soldiers during the Iraq War. He then founded al-Qaeda’s affiliate in Syria, the al-Nusra Front. In recent years, he has attempted to soften his image by giving friendly interviews to Western journalists, often appearing in a suit and with a trimmed beard to obscure his jihadist ideology.
Leaf said of Julani after the meeting, who is also going by Ahmad al-Sharaa, “I heard him on his priorities, which are very much rooted in getting Syria on the road to economic recovery.”
“We’ve been hearing this for some time, some very pragmatic and moderate statements on various issues, from women’s rights to protection to equal rights for all communities,” she added. “It was a good first meeting. We will judge by deeds, not just by words.”
However, one of Julani’s spokesmen explained that women’s role in Syria will be limited by their “nature.” “A woman is an important and honored element of society, but her tasks should be in line with roles she can perform.” He continued, “For example, if we say a woman becomes responsible for the defense ministry, is this in accordance with her being and her psychological and biological nature? There is no doubt that it is not in accordance.”
In one of his first addresses to the Syrian people, he declared the institution of Sharia law, according to Israel National News. He said that the morality police should enforce Islamic law through education rather than force. Julani noted violence was still an option, saying, “The jihad is obligatory for this reason.”
Leaf also said that Julani led her to believe that Syria would not be used as a staging area by terrorist groups. Still, Julani’s HTS is on the US foreign terrorist organizations list. Although, the positive meeting with Leaf, could signal the White House is prepared to remove the designation and sanctions on Syria.

It is patently clear that Syrian Army stood down, and it appears to be coordinated with 100,000 strong Turkish trained SNA, that actually caused the government to fold and Assad to leave. Most likely agreed among all parties.
This SNA was in the process of assembling for the past 7 years with the full knowledge of Assad and Russia. Most of the soldiers came from the border region when itvwas overrun by ISIS. At that time, many of these oeople acted independently as self-defence against both ISIS and US propoed Kurdish YPG. Many were remnants of once US funded Free Syria Army, Turkey used combined Syrian and Turkish forces to clear the entire border outside Afrin up to Manbij of ISIS.
Hope the folks with short nemory syndrom can recall key.battles for Jarabulus and then Al-Bab. Esoecially Al-Bab. This was the battle for remiving ISIS from strategic Al-Bab-Raqqa link. In this battle Kurds actually helped ISIS, hoping to secure the town themselves.
Even US got involved prompting Turkey — that took major losses — to accuse US of battlefield overflights helping ISIS. In the end it took a COMBINED Turkish AND Russian airforce actions to eliminate ISIS.
At that juncture, Turkish and Turkey led Syrian forces came to share border with Assad controlled territory. I remember a gleeful commentaries here about the INEVITABLE clash between the two. Of course, a rubbish theory, as they are tacitly working together against both Western bankrolled ISIS and Kurds. With sime helo from Saudi Arabia. Erdogan saved Syria on more that one occassion.
Does anyone believe it is different now? Same old, only no more Assad excuse. Western funded HTS and US funded Kurds, vs. Turkush led force. The bulk of Syrian Army, about 275,000 nnen will very likely merge with Turkish built SNA.
And what is happening in Damascus? The interrim president is not really HTS friend. He was Idlib administrator and the region paid high price for being overrun by HTS and its ilk. There were massive protests against HTS in Idlib just this past March.
So, how is Joulan important? His men are happily looting Damascus today. and videos of executikns are surfacing. He cannot control his mobs, never mind Syria. US actually believes he can be groomed for a leader. Get Syrians excited about this young, energetic and now tolerant man. We wiill see if this flies past Turkey.
While I feell bad for Kurds as people, its leadership always falls for the same trick – hoping for an empire to give them independence. It does not work. Empires use people, and seldom give anything in return. In Syria, now Kurds are isolated from the interest of the rest of population.
Joulani and his group are also atteactive as leaders in order to give Israel whatever it wants. Turkey on the other hand is dangerous to Israel. Israel cannot cope with any real army. Turkey is amassing forces at its border, and the real fear is that iit will be able to push Israel out of Syria, and Lebanon.
Now militarily weak countries surrounding Israel can suddenly change. How will Joulani hold the attention of Syrians, if a much bigger problems are afoot? Will he be able to even find his 15,000-30,000 men, after they gorged on loot, ior found a more lucrative jobs available in smuggling?
I am not sure what can an American official find interesting in talking to Joulani. Of course, there is always the small matter of money. Perhaps money to buy former Assad army to back Joulani? Or politicians that will back his candidacy..
Money at this point is the hail Mary pass iin Syrian politics.
My understanding is that the Assad Syrian army was unable to pay a decent salary and the Syrian people lived in poverty. We were never informed about the living conditions in Syria.
Conditions which the US helped to shape through outright theft of Syria's natural resources and sanctions designed to further cripple Syria's economy and government.

A lot remains to be seen before we can make conclusive judgments. Things are definitely muddled right now. The first test is whether Al Jolani stays or is killed. Second, is to see whether Syrians will come together to hash out a constitution. third, is whether any stability will come to the areas Syrians control and thus allow for some economic stability.
Equality of the genders doesn't mean imposing roles that go against the disposition of the respective genders. Men and women are equally human, with souls, intellect and similar desires for belonging, happiness, etc. Muslims don't dispute the ability of an atypical woman to lead an army or state. I would say most men are not cut out for the job, much less women. Not that they were necessarily good rulers but individuals like Margaret Thatcher, Benazir Bhutto and a few other women past and present stand out. However, they are exceptions to the rule. And with all due respect the US still can't field a female (or male for that matter) candidate that is worth our vote. As for being in the army when you stop raping your female soldiers maybe a "Joan of Arc" figure will one day appear to free Americans from the yoke of Israel and Zionism. For now it looks like we American men have been castrated and should worry more about the humiliating abomination of Zionism before we start worrying about whether Syrians need to appoint a woman to run the Department of War.
