Expect alot more than 45,000 troops. Canada has announced it will pull all of it's troop by 2011.
Some blackflag operation will take place and India will get envolved. USA/Brits are masters at this.

The Telegraph is a neoconservative mouthpiece and policy beta tester.

It seems like this is one of those "leaks" that are used to test the waters. Governments regularly leak things to gauge public opinion before making decisions. Reaction to the leak is taken as a good indicator of reaction to the policy.

The US media appears to be ignoring it which is a good sign it appears to have passed the first test.
