To anyone not contriving to gin up a case for sanctions and war, there's nothing ambiguous at all about what the Iranians have done. They built a nuclear facility, as they are permitted to do under the NPT regime, and then declared it to the IAEA before it became operational. It's all very much by the book. The confusion is deliberately created by Zionist and FedGov agitprop.
